U.S. throwing fuel on the middle East fire?

The Obama administration to seek $500 million to train and found moderate element of the Syrian has been greeted with bipartisan support in Washington. The general consensus is that if the administration had done three years ago what its doing now the situation in Syria would not have turned into a bloody sectarian civil war.
But almost all element of this conventional are wrong. The administration is caving into the classic Washington desire to do something in the face of terrible tragedy without any clear sense as to whether it has the ability to improve things or to make matters worse.
The complexity of Washington task can be seen in American attitude ISIS. When the group battles the Al maliki government in Iraq. Its a deadly foe of United State and must be ruthlessly attacked. But when it crosses the now-non existent border between Iraq and Syria and battles the Al-ssad regime. It aligned with America's stated goals changed in Damascus.
With this whole history sectarian conflict in mind, It difficult to believe three years ago modest American intervention of arms and training, Which is all that was been advocated, would have changed the trajectory of event in Syria.
